16GB is considered "minimum viable" for a modern gaming PC today. For the future, 32GB is unquestionably a good idea. Both my current main PCs have 32GB and I regularly make use of it. Kinda dated nowadays. DDR4 is so cheap now that it makes no sense to get 16gb unless tight budget.

Cpu is almost always the problem when it comes to sudden stuttering/freeze. Plus if you plan on doing some multitasking while gaming 4c4t is just not gonna give you a flawless user experience. I was on xeon 1280v3(basically i7 4790 non k) with 1660s with 16gb ram and there tends be some random stuttering while gaming.
If you don't want to fully max out Unreal Engine 5 (Which needs max. 32GB Memory + you need to run the Os), 32 GB will be just fine. The most Triple A game nowadays tops out at 16GB RAM. But If you going to some rendering, I will consider 64GB, otherwise just for gaming 32GB is plenty.
