The most noticeable difference in mechanics is in how buildings work, 1404 uses circular radii versus 1800 which uses road efficiency calculations, which makes for different play styles. I recommend 1404 if you're strapped for cash and want a full anno experience, but 1800 is just as good for first time players
Foryou, it might be the grand strategy elements that you need some guidance with. Secondly, the campaign gives your achievements which unlock a whole bunch of stuff. And, it's an alright little story. Gets you into the "world" of Anno 1800. You're still playing mostly as if you're in a sandbox.

Anno1800 is one of the greatest games in the genre ever made. The DLC is mostly excellent and the number of hours of playtime is unreal. Cities Skylines 2 is an extremely poorly optimized mess that’s pretty bare bones, but has a lot of potential to be great in the future. They’re different things ultimately.

No after finishing the campaign you can't choose dlc's. The campaign is kinda a glorified sandbox game with a predetermined setup and a few special islands and quest line. You just play and when you complete the quest line, you can keep on playing. So activate dlc's from beginning. The dlc's adds stuff from cosmetics, new worlds, quest lines

indeed my anno 1800 documents folder is another 4.46GB I guess I downlaoded 1GB of mods then. 47.8 GB on hard drive, and it was like 32 Gb in the Uplay download bar.

Frostpunkand anno have surprising similarities. Agent simulators are all the rage in city builders, but both anno and frostpunk treat citizens as graphical sprites and all the number crunching is behind the scenes. Frostpunk is the timed high score game (most people, most coal, in 40 days) and Anno is a perpetual motion engine.
