he is in the game 100% for sure. if not, you wouldnt see the wanderer / name in the wiki-list to be recrutable. YOU have to find/see him in a tavern and the "never seen" goes away. edit: ALL wanderers at start are "never seen before". you have to find them Sure they are in the game, thats why it is bug.
Testei no nativo e tinha funcionado, so não posso confirmar agora pois atualizei o jogo para a versão 1.2.7, e a compatibilidade desse mod é so ate 1.1.5 (Marry Anyone at Mount & Blade II: Bannerlord Nexus - Mods and community (nexusmods.com)) (o link esta ai, mas eu usei a versão desse mod na steam)
